            <p style="font-weight: 400;">This Work Package has four objectives. First, it aims to provide a comprehensive overview of the literature and research from past and ongoing European projects on labour and skills shortages and mismatches, with a special focus on measurements and indicators of skills. Second, it develops a conceptual framework to ensure that within our project, key concepts are defined and measured consistently. Third, this work package develops protocols and procedures for conducting qualitative and quantitative research. Finally, the package seeks to ensure coherent communication with researchers, policymakers, and stakeholders not directly involved with the project.</p>

            <p style="font-weight: 400;">In this work package we create comprehensive datasets from online job vacancies and platforms. We use these datasets to measure labour and skills supply, demand, and shortages. We also create datasets specifically focused on the green and digital transitions, which will be used in all subsequent WPs. Furthermore, we develop methodologies to extract information from large datasets, such as text documents, using advanced techniques such as natural language processing (NLP) and machine learning (ML).</p>

            <p style="font-weight: 400;">This work package creates a diverse set of indicators. They quantify the distribution and growth of green and digital skills, the specialisation or diversity of skill sets to identify reskilling needs, and skills shortages and mismatches at both sectoral and occupational levels. We also develop indicators that gauge countries&#8217; abilities to match individuals to jobs and related occupational mismatches. Finally, we map the similarities and differences between occupations in various EU countries, based on similarities of skill sets and worker transitions between jobs.</p>
<p><span style="font-weight: 400;">These indicators constitute project infrastructure to be used in further work packages. They will also be open to all researchers.</span></p>

            <p style="font-weight: 400;">This work package analyses how EU employers’ skill requirements have evolved over time and quantifies the impact of digitalisation, the green transition, demographic shifts, and globalisation on the utilisation of skills. We then proceed to assessing reskilling needs across sectors and countries, with a particular focus on firms engaged in green production and innovation. Additionally, we examine how new technologies and recent shocks to energy prices affect skills supply and demand, while controlling for the influence of trade, demography, and the pandemic. Our objective is to provide EU policymakers with insight regarding the necessary investments in reskilling to promote green industrialisation and digitalisation in Europe.</p>

            <p style="font-weight: 400;">This work package has several aims. We explore the determinants of job-to-job transitions in Europe, paying particular attention to the role of working conditions and worker well-being. We analyse how skills shortages and skills transferability between occupations affect the quantity and quality of worker flows. We also examine the loss of skills, jobs and wages in the green transition by assessing the extent to which the skills of workers in carbon-intensive jobs are transferable to other jobs. Additionally, we examine solutions for reducing skills shortages and mismatches (upskilling and reskilling, migration).</p>

Third, we share our research findings and evidence-based policy recommendations with policymakers, practitioners, and the broader public. Lastly, we maintain effective communication and sharing of results among our partners to ensure that everyone is informed of and involved in the project&#8217;s progress.</p>
